Westside window cleaning, 5.0 from 3 reviews at 10 Christmas Avenue, clears the review minimum but lands at 4.5146 once the weighting is applied, which is what a three-review sample is worth.

What is actually regulated in Western Australia

There is no window cleaner licence in this state. WorkSafe WA licenses high risk work, not trades, and its published list of high risk work licence classes covers boom-type elevating work platforms, concrete placing booms, cranes, dogging, forklifts, hoists, pressure equipment, rigging and scaffolding. Window cleaning is not on it.

Two things on that list do reach into this trade. A boom-type elevating work platform with a boom length of 11 metres or more requires a WP-class high risk work licence to operate, and scaffolding work requires an SB, SI or SA licence. A two-storey house does not normally need either — that is water-fed pole or ladder work — but a three-storey townhouse, a strata block or a commercial frontage might, and the operator should be able to say which licence covers the person on the machine.

WorkSafe also puts the duty on the business, not the homeowner: a person conducting a business or undertaking must make sure workers hold the right licence before doing licensed high risk work, that they are trained, instructed and supervised, and that plant is inspected and maintained. Asking who carries that duty on your job is a fair question and a cheap one.

What to ask before booking

  • Public liability insurance, and the amount. Glass breaks and ladders mark render. Ask for the certificate of currency, not a verbal yes.
  • How they reach the second storey. Water-fed pole from the ground, ladder, or a platform. The answer changes the price and the risk.
  • Whether the quote includes tracks, sills and flyscreens. This is the single most common gap between two quotes that look identical.

How this list was built

  • Two sweeps, scrolled to the end. One on Joondalup, one on Wanneroo, Clarkson and Butler. Sixteen listings, 653 reviews between them.
  • Weighted score, not raw rating. Each operator is scored (v/(v+m)) x R + (m/(v+m)) x C, with C = 4.5 and m = 100. A 5.0 from three reviews does not outrank a 5.0 from 140.
  • Address confirmed on the place page, not the search card. The card omits addresses that the place page publishes — that is how Sifanno Services nearly got cut.
  • A 4.3 rating floor and a minimum of three genuine operators. Below either, the cluster is reported as non-viable rather than padded out with names from another suburb.
  • Duplicate listings are never merged. Two listings for one business stay two listings, and the review counts are not added.
