The Perth CBD has the deepest locksmith market in Western Australia and the least useful search results, because most of the businesses advertising into it have no premises you can find. Nine listings serving the city, Northbridge and East Perth were assessed for this page. Three hold a security licence and publish a street address, which is what it takes to be ranked here. Two of the biggest names in the city have no address at all, one listing on St Georges Terrace turns out to share a licence with a business already on this list, and one on Hay Street does not appear on the register we checked.

The largest review record of any locksmith in Western Australia that we have been able to verify, and it is not close: 1,039 reviews at 4.9. A record that size is very hard to manufacture and very hard to maintain, and it is the reason this page has a clear first place rather than a photo finish. Registered as Sheehan Locksmiths, security agent licence 15935, held by Kevin Sheehan. Note that the same licence also carries the trading name 24 Hour Locksmiths Perth, which appears separately in search with its own St Georges Terrace listing. Same 4.9 rating as first place across a much shorter record, which is exactly the situation the weighting exists for: 4.7551 against 4.8649, a real gap rather than a rounding artefact. The Francis Street address puts it in the middle of Northbridge, which is the part of the city most likely to need someone at two in the morning. The closest thing the inner city has to an old-fashioned lock shop, on Newcastle Street with a landline rather than a mobile, which in this trade usually means a counter you can walk up to. 4.9 from 130 reviews puts it a hair behind second place at 4.7261, and the margin there is 0.029 — small but above the point where the arithmetic stops meaning anything. Registered as Swan Lock Service, security agent licence 46180, held by Lachlan Francis Ramsay. The drop to fourth place is much larger, which is why this list stops at three.

Atlas Lock and Key carries 5.0 from 627 reviews, the second largest record in the city and a perfect rating across it. It is licensed, security agent licence 6258. It is not on this list because its Google profile is a service area with no street address, so we cannot verify where it works from. Amco Locksmiths is in the same position: 4.9 from 208 reviews, security agent licence 30629, no public address. Both would be near the top of this page if they published one.
Western Lockservice on Parry Street is licensed, security agent licence 59061, and has a real address, but 4.6 from 25 reviews puts it at a weighted 4.52, a long way below third place. It is a legitimate option, just not a top-three one on the evidence available. PLOS a’Locksmith Perth Services on Hay Street we could not match to any entry in the organisations register as at 7 September 2026. That is a fact about the register rather than a judgement about the business, and the same caveats apply as anywhere else on this site: an employee working under someone else’s licence has no reason to appear there. It is still worth asking on the phone.

The city version of the one-licence-many-names problem
The register makes something visible that search results hide. A single security agent licence can carry several trading names, and in the city the effect is pronounced. Licence 23964 holds Calibre Locksmiths, Freo City Locksmiths and Perth City Locksmiths. Licence 15935 holds both Sheehan Locksmiths and 24 Hour Locksmiths Perth. Licence 38229 holds AAA Perth Locksmiths and Go Locksmiths Perth. Elsewhere in the state one licence, 48250, carries seven separate Baldivis-named trading names.
None of that is unlawful and none of it is evidence of anything bad. It does mean a page of search results showing you four independent-looking city locksmiths may be showing you two businesses. On this site those names are collapsed before anyone is scored.
The licence classes that decide who does the work
Read off the WA Police page on types of security licences, last updated 8 May 2026. The classes come from Regulation 27 of the Security and Related Activities (Control) Regulations 1997.

The clause worth knowing sits above all four. A Security Installer licence, in the regulator’s own words, does not apply to installers of security equipment in vehicles, vessels or aircraft. Car key and immobiliser work therefore sits outside it, which is why an automotive specialist may not appear on the organisations register in the way a house locksmith does. If your problem is a car park rather than a front door, the register is the wrong test.
Before you call anyone
- Ask for the licence number, not the licence. A number can be checked against the published list in about a minute.
- Get the callout fee and the after-hours rate separately, before the van leaves. City lockout pricing is quoted job by job and is not published anywhere we could verify.
- Say whether it is a house, an apartment or a car. Strata buildings often have restricted key systems that only the nominated locksmith can cut for.
- If you have just taken over a lease, ask about rekeying rather than replacing. Reusing the hardware with new pins is usually cheaper.
- Two listings can be one van. Check the phone number before you treat a second quote as a second opinion.

Why is the best-rated locksmith in Perth not on this list?
Atlas Lock and Key holds 5.0 from 627 reviews and is licensed, and it is not ranked because its Google profile is a service area rather than a place. Without a street address there is no way to verify that it operates from the city rather than somewhere else in the metropolitan area, and locality is part of what this page is for. The same rule cost the first-ranked business in our northern corridor list nothing and cost several others their position. We would rather explain the omission than quietly drop the rule.
Three of the top three have the same 4.9 rating. How is the order decided?
By the size of the record behind the rating. The weighted score pulls a small sample toward the category average, so 1,039 reviews at 4.9 scores 4.8649, 176 reviews at the same rating scores 4.7551, and 130 scores 4.7261. On identical ratings the ordering is effectively a ranking by how much evidence there is.
How do I check a locksmith licence myself?
The Western Australia Police Force publishes lists of current licence holders on wa.gov.au. The one that matters for a business is the Organisations list: trading name, the name of the licensed agent, the licence number and the licence type. It is a PDF and it is searchable once open. The companion Security Installer list names individuals only, with no business or address, so it is useful for checking a named person and not much else.
I am locked out of a city apartment right now. What should I ask?
Ask for the callout fee and the after-hours rate before the van leaves, and get it in a text. Ask whether the building uses a restricted key system, because in a lot of Perth strata buildings only the nominated locksmith can cut a replacement and anyone else will be selling you a new cylinder instead. Have identification and something showing your right to be there ready; any legitimate locksmith will ask for it.
Is a locksmith who is not on the register working illegally?
Not necessarily, and we do not say so. An employee doing lock work under an employer’s licence has no reason to appear under a separate trading name. The list names businesses holding an agent licence. Where it is worth a question is when a business advertises to the public under its own name and ABN, because the regulator states that a self-employed or subcontracting installer must hold their own security agent licence.
